Beyond quotas: building a real DEI strategy

Quotas draw attention to numbers, but a lasting DEI strategy addresses root causes.

Why quotas fall short

A quota sets a numerical target. It does not change recruitment practices, reduce bias in performance reviews, or shift the informal culture that decides who advances. When someone is hired under an unaccompanied quota, doubt settles around their legitimacy, sometimes in their own team. The tool meant to foster inclusion can fuel symbolic exclusion instead.

Management research confirms the pattern: without systemic change before and after hiring, improved numbers can mask higher turnover and lower job satisfaction among the people the quota was meant to help.

An inclusion strategy, not just targets

A coherent DEI strategy starts with an honest diagnosis. Where are the real barriers to advancement? Where are the blind spots in HR processes? That diagnosis then feeds three complementary levers.

  • Post-hire inclusion surveys: measure sense of belonging and perceived fairness in the first weeks, not only at the annual review.
  • Frank exit interviews: understand why talent from under-represented groups leaves before continuing to recruit without retaining.
  • Structured practices: standardised evaluation criteria, diverse selection panels, mentoring programmes rooted in the organisation's mission.

Moving from compliance to transformation

Organisations that stop at quotas treat DEI as a compliance obligation. Those that adopt an inclusion strategy experience it as a competitive advantage: better retention, more innovation, and a workforce that better reflects the communities they serve.
